- A creative startup enterprise is an enterprise that implements a creative business model, has the ability to grow rapidly and expand market scale based on effective exploitation of technology, intellectual property rights, breakthrough ideas or new business models.

Regulations on specialized securities trading market for innovative startups?
According to Article 41 of the Law on Science, Technology and Innovation 2025, the specialized securities trading market for innovative startups is regulated as follows:
– The Vietnam Stock Exchange and its subsidiaries are allowed to organize a specialized securities trading market for innovative startups through a specialized trading board, listing shares of innovative startups.
– Participants in the specialized securities trading market for innovative startups include professional securities investors as prescribed by the law on securities, the National Venture Capital Fund, local venture capital funds, science and technology development funds of enterprises, financial institutions and investment funds for domestic and international innovative startups, organizations supporting innovative startups, innovative startups, individual investors for innovative startups recognized by competent authorities and other subjects as prescribed by the Government.
– The Government stipulates specific conditions for registration of transactions and listing of shares of innovative startups.
What are the State’s policies on scientific research activities?
Pursuant to Clause 2, Article 29 of the Law on Science, Technology and Innovation 2025, the State’s policies on scientific research activities include:
(1) The State’s policies on promoting basic research activities include:
– The State invests in basic research to build a foundation for the national science and technology system, plays a leading role in knowledge development, creates a basis for applied research, technology development and innovation, enhances the potential and position of national science and contributes to enhancing national competitiveness in the long term
– The State develops basic research in a focused and key direction, prioritizing a number of scientific fields with strengths to achieve regional and international levels or public interest fields of strategic importance; promote basic research based on the needs in the process of implementing applied research and technology development, especially strategic technology
– The State allocates resources for basic research at research institutes and higher education institutions according to the principles of suitability with the functions and strengths of each organization and based on the results of performance evaluation.
The State budget supports investment in building facilities, technical infrastructure, equipment for research, training high-quality human resources, attracting talents, international cooperation, ensuring funding for research activities and other activities to support capacity enhancement. The State provides support from the State budget for research, training, coaching, internships, academic exchanges, funding for research activities, support for participation in conferences, scientific publications, development of scientific journals and other related activities.
(2) The State’s policies on applied research activities include:
– The State prioritizes the allocation of resources to promote applied research activities to solve practical problems, contribute to socio-economic development, improve the quality of life and ensure national defense and security
– The State focuses on investing in applied research tasks in areas with urgent needs, development potential and the ability to apply to production and life
– The State encourages research institutes, higher education institutions, other scientific and technological organizations to coordinate with enterprises in proposing, implementing and applying applied research results to practice.
(3) The State’s policies on research in the fields of political theory, social sciences and humanities include:
– The State focuses on developing research in the fields of political theory, social sciences and humanities, especially research that provides scientific arguments for the formulation of Party guidelines, State policies and laws; research to preserve and promote the cultural values of the nation, people and Vietnamese society; contributing to creating a foundation for economic, cultural and human development
– The State promotes the connection of political theory, social sciences and humanities with other fields; Prioritize state budget funding for interdisciplinary science, technology and innovation tasks, combining natural sciences, engineering sciences with social sciences and humanities, especially in the field of new technology
– The State encourages and creates conditions for organizations and individuals to conduct scientific research and develop technology integrating political theory, social sciences and humanities to assess the social, ethical, cultural and psychological impacts of new technology on people and the community;
– The State encourages the implementation of applied research and experimental research in political theory, social sciences and humanities to assess the effectiveness, feasibility and practical impact of models, solutions and policies before applying them on a large scale;
– The State prioritizes funding and technical support for applied research projects in the fields of political theory, social sciences and humanities that are oriented towards solving social problems.
