Resolution 68 proposes what support policies for small, micro-small enterprises, household businesses and individual businesses?

On May 4, 2025, General Secretary To Lam signed and issued Resolution 68-NQ/TW of the Politburo on private economic development.

According to Resolution 68-NQ/TW in 2025, policies to support small and micro enterprises, households and individual businesses are set out in Section 7, Part III. Tasks and solutions to effectively and substantially support small and micro enterprises and household businesses are as follows:

– Review and complete the legal framework on individual businesses; minimize the gap, create all favorable conditions for management organization and financial and accounting regimes to encourage household businesses to transform into enterprises. Promote digitalization, transparency, simplification, ease of compliance, ease of implementation of accounting, tax, insurance regimes… to encourage the conversion of household businesses to operate under the enterprise model. Eliminate lump-sum tax for business households by 2026 at the latest.

– Provide free digital platforms, shared accounting software, legal consulting services, training on business administration, accounting, tax, human resources, and law for small and micro enterprises, business households, and individual businesses.

– Effectively implement the National Financial Inclusion Strategy, promote access to and use of financial products for small and micro enterprises, business households, prioritizing business owners, business households who are young people, women, vulnerable groups, ethnic minorities, mountainous, border, and island areas, and inclusive business models that create social impact.

According to Resolution 68-NQ/TW in 2025, the policy to support small and micro enterprises, households and individuals doing business is: Providing free digital platforms, shared accounting software, legal consulting services, training on management, accounting, tax, human resources, and law.

What are the entire tasks and solutions for developing the private economy according to Resolution 68-NQ/TW in 2025?

8 Tasks and solutions for developing the private economy according to Resolution 68-NQ/TW in 2025 are stipulated to include:

(1) Innovating thinking, reaching high consensus on awareness and action, arousing national belief and aspirations, creating new impetus and new momentum for developing the private economy.

(2) Promote reform, improve and enhance the quality of institutions and policies, effectively ensure and protect ownership rights, property rights, freedom of business, equal competition rights of the private economy and ensure contract enforcement of the private economy

– Promote reform, improve and enhance the quality of institutions and policies

– Effectively ensure and protect ownership rights, freedom of business, property rights, equal competition rights and ensure contract enforcement of the private economy

– Comply with the principle of clearly distinguishing criminal, administrative and civil responsibilities; between legal entities and individuals in handling violations

(3) Facilitate the private economy to access resources of land, capital, and high-quality human resources

– Increase opportunities to access land and production and business premises for the private economy

– Promote and diversify capital sources for the private economy

– Improve the quality of human resources for the private economy

(4) Promote science and technology, innovation, digital transformation, green transformation, effective and sustainable business in the private economy

(5) Strengthen connections between private enterprises, private enterprises with state-owned enterprises and FDI enterprises

(6) Form and rapidly develop large and medium-sized enterprises, private economic groups of regional and global stature

(7) Substantial and effective support for small, micro-enterprises and business households

(8) Promote business ethics, promote social responsibility, strongly promote the entrepreneurial spirit, create all favorable conditions for entrepreneurs to participate country’s governance

What are the criteria for determining small and medium-sized enterprises today?

The criteria for determining small and medium-sized enterprises are stipulated in Article 5 of Decree 80/2021/ND-CP as follows:

– Micro enterprises in the fields of agriculture, forestry, fisheries; industry and construction using an average of no more than 10 employees participating in social insurance and a total annual revenue of no more than VND 3 billion or a total annual capital of no more than VND 3 billion.

Microbial enterprises in the fields of trade and services using an average of no more than 10 employees participating in social insurance and a total annual revenue of no more than VND 10 billion or a total annual capital of no more than VND 3 billion.

– Small enterprises in the fields of agriculture, forestry and fisheries; The industrial and construction sector employs no more than 100 employees participating in social insurance on average per year and the total revenue of the year does not exceed VND 50 billion or the total capital of the year does not exceed VND 20 billion, but is not a micro-enterprise as prescribed in Clause 1, Article 5 of Decree 80/2021/ND-CP.
