How will businesses in the artificial intelligence field be supported from March 1, 2026, under the 2025 Artificial Intelligence Law?

Based on Article 25 of the 2025 Law on Artificial Intelligence, the regulations on supporting businesses in the field of artificial intelligence from March 1, 2026 are as follows:

(1) Innovative startups and small and medium-sized enterprises are supported with the cost of conformity assessment as stipulated in the 2025 Law on Artificial Intelligence, provided with free sample dossiers, self-assessment tools, training and consulting; and are given priority support from the National Artificial Intelligence Development Fund.

(2) Innovative startups, small and medium-sized enterprises, science and technology organizations and research groups with feasible innovative projects are supported through support vouchers to use computing infrastructure, shared data, large-scale language models in Vietnamese and ethnic minority languages, training platforms, testing and technical consulting services for research, development and deployment of artificial intelligence applications.

(3) Enterprises with research, development and innovation capabilities in the field of artificial intelligence are given priority to participate in tasks in the national science, technology and innovation program, high-tech development tasks prioritized for investment and development, strategic technologies and key digital technology products and services; they are supported in developing core technologies, platform models, hardware and high-performance training technologies according to the national artificial intelligence capacity development orientation.

(4) Enterprises participating in artificial intelligence testing under the controlled testing mechanism are supported with technical consulting, risk assessment, safety testing and connection to testing and verification facilities as prescribed by law.

(5) Enterprises sharing data, models, tools or research results serving the development of artificial intelligence are entitled to incentives or support as prescribed by law, ensuring compliance with data laws, personal data protection and intellectual property.

(6) The State encourages cooperation between enterprises, research institutes, universities and innovation centers to develop artificial intelligence technology, commercialize research results and expand innovation capacity; encourages enterprises to invest long-term in research and development of artificial intelligence.

(7) The Government shall specify in detail the mechanisms, policies, conditions and procedures for implementing support for enterprises in the field of artificial intelligence.

What is the State’s policy on artificial intelligence activities from March 1, 2026?

Based on Article 5 of the Artificial Intelligence Law 2025, the State’s policy on artificial intelligence activities from March 1, 2026 is as follows:

– There is a policy to develop artificial intelligence to become an important driving force for growth, innovation and sustainable development of the country.

– Encourages controlled technology testing; – Implement management measures commensurate with the level of risk and encourage voluntary compliance mechanisms.

– Develop policies to ensure the rights and facilitate access to, learning from, and benefiting from artificial intelligence for organizations and individuals; encourage the development and application of artificial intelligence to serve social welfare, support people with disabilities, the poor, and ethnic minorities to narrow the digital divide; and preserve, promote, and maintain national cultural identity.

– Prioritize investment and mobilization of social resources to develop data infrastructure, computing infrastructure, secure artificial intelligence, high-quality human resources, and shared artificial intelligence platforms of national strategic importance.

– Prioritize the application of artificial intelligence in management, administration, public service provision, and decision-making support of state agencies to improve efficiency, transparency, and quality of service to citizens and businesses. – Encourage widespread application in socio-economic sectors and fields to improve productivity, service quality, and management efficiency.

– Encourage social organizations, networks, and initiatives to promote safety, ethics, reliability, and build social trust in the development of artificial intelligence.

– Promote the application of artificial intelligence in the operations of businesses and key socio-economic sectors; develop a startup and innovation ecosystem; encourage public-private partnerships.

– Actively integrate and cooperate internationally; participate in building and shaping global standards and governance frameworks; ensure national interests and sovereignty in the field of artificial intelligence.

What are the basic principles in artificial intelligence activities from March 1, 2026?

Based on Article 4 of the Artificial Intelligence Law 2025, the basic principles in artificial intelligence activities from March 1, 2026 are as follows:

(1) Human-centered; ensuring human rights, privacy, national interests, public interests, and national security; complying with the 2013 Constitution and laws.

(2) Artificial intelligence serves humans, not replacing human authority and responsibility. Ensuring human control and intervention over all decisions and actions of the artificial intelligence system; system safety, data security, and information confidentiality; the ability to inspect and monitor the development and operation of the artificial intelligence system.

(3) Ensuring fairness, transparency, impartiality, non-discrimination, and no harm to humans or society; complying with Vietnamese ethical standards and cultural values; being accountable for decisions and consequences of the artificial intelligence system.

(4) Promoting the development of green, inclusive, and sustainable artificial intelligence; Encourage the development and application of artificial intelligence technologies in a way that promotes energy efficiency, resource conservation, and reduces negative environmental impacts.

*Note: The Artificial Intelligence Law 2025 will take effect from March 1, 2026, except for the provisions in Article 35 of the Artificial Intelligence Law 2025.
