Based on the provisions of Article 2 of Resolution 27/2025/NQ-HĐND of Ho Chi Minh City… Ho Chi Minh City has amended and supplemented some articles in Article 1 of Resolution 70/2025/NQ-HĐND of Ho Chi Minh City, effective from January 1, 2026, which stipulates the subjects entitled to receive additional income.
Specifically, the subjects entitled to receive additional income in Ho Chi Minh City from January 1, 2026 include:
(1) Cadres, civil servants, and public employees of agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, political and social organizations, public service units, and people working under labor contracts in positions of drivers serving City leaders with positions and titles equivalent to Minister or higher, who, according to the law, are entitled to the same policy as civil servants managed by the City.
People of working age who are assigned or transferred to work at the Association by competent authority according to the decision of the competent authority and who, according to the law, are subject to the same policies as cadres and civil servants at Associations assigned tasks by the Party and State as in Clause 5.
(2) Full-time National Assembly representatives of the Ho Chi Minh City National Assembly Delegation.
(3) Non-full-time workers at the commune level in the City.
(4) People working under labor contracts directly signed by agencies, organizations, and units to perform certain types of support and service work as prescribed by law in agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, political and social organizations, Associations assigned tasks by the Party and State as specified in item (5) below, public service units managed by the City and some central agencies in the City as specified in items (6) and (7) below.
(5) Cases currently working under the staffing quota assigned by competent authorities (excluding the cases mentioned in Clause 1) at the following associations assigned tasks by the Party and State:
– Ho Chi Minh City Union of Science and Technology Associations;
– Ho Chi Minh City Union of Literature and Arts Associations;
– Ho Chi Minh City Union of Friendship Organizations;
– Ho Chi Minh City Cooperative Alliance;
– Ho Chi Minh City Journalists Association;
– Ho Chi Minh City Red Cross Society and commune-level Red Cross Societies.
(6) Civil servants belonging to central agencies with headquarters located in Ho Chi Minh City, including:
– Ho Chi Minh City Department of Foreign Affairs;
– Ho Chi Minh City Statistics Department.
(7) Cases belonging to agencies under central ministries and branches with headquarters located in Ho Chi Minh City, including:

– Civil servants of the Ho Chi Minh City Civil Enforcement Agency.

– Agencies, units, and localities shall implement the mechanism for generating funds to implement salary reform as prescribed. Funds for paying additional income shall come from the remaining salary reform funds of the City.
– When preparing the annual budget, after the City ensures sufficient resources to implement salary reforms and social security policies as prescribed by competent authorities; based on the remaining salary reform funds of the City budget and the basic salary fund of officials, civil servants, public employees, and workers under its management, the City People’s Committee shall submit to the City People’s Council a proposal to allocate additional income expenditure in the budget, ensuring that it does not exceed 1.8 times the salary level, grade, and position, and that additional income expenditure does not exceed 0.8 times the basic salary fund of officials, civil servants, public employees, and workers under its management.
