Guide to registering for public employment in 2026?
Based on Article 19 of Decree 338/2025/ND-CP, the guide to registering for public employment in 2026 is as follows:
(1) Workers who wish to participate in public employment register to participate in programs, projects, and activities implementing public employment policies with the People’s Committee of the commune where they currently reside. The registration content includes:
– Full name, gender;
– Date of birth;
– Citizen ID number or ID card number; date of issue, place of issue;
– Professional and technical qualifications, vocational skills (if any);
– Current address;
– Priority group (if any): ethnic minorities; people from poor households; people from near-poor households; elderly people; people with disabilities; people in households directly raising and caring for people with severe disabilities; people receiving care and support for people with severe disabilities; people whose land has been reclaimed and are eligible for training, vocational retraining and job search support according to the provisions of land law.
(2) The People’s Committee of the commune shall compile a list of workers who need to participate in public employment; publicly post it at the headquarters, community gathering places and announce it on the commune’s media for at least 05 working days.

How will workers be selected for public employment in 2026?
Based on Article 20 of Decree 338/2025/ND-CP, the selection of workers for public employment in 2026 is regulated as follows:
The People’s Committee at the commune level, in coordination with contractors (if any), the Vietnam Fatherland Front and its member organizations, and representatives of the community benefiting from the program, project, or activity implementing the public employment policy, shall select workers from the list of registered workers based on the principles of openness and transparency, and in the following order:
– Workers belonging to one of the categories specified in point e, clause 1, Article 19 of Decree 338/2025/ND-CP.
– Workers who are victims of human trafficking.
– Workers from households primarily engaged in agricultural production.
– Workers have their current residence where the program, project, or activity is implemented.
Occupational safety and health of workers participating in community-based employment in 2026?
Based on Article 24 of Decree 338/2025/ND-CP regulating occupational safety and health of workers participating in community-based employment in 2026 as follows:
(1) Workers participating in community-based employment are entitled to the following occupational safety and health benefits:
– Support for occupational safety and health training when performing jobs with strict occupational safety and health requirements as prescribed by the Government on technical inspection of occupational safety, occupational safety and health training and occupational environment monitoring and guiding documents;
– To participate in and receive voluntary occupational accident insurance as prescribed by the Government on voluntary occupational accident insurance for workers not working under labor contracts;
– To be provided with information on occupational safety and hygiene by the investor in accordance with the specific conditions of the locality as prescribed by the law on occupational safety and hygiene;
– To be provided with mandatory insurance by the investor in construction investment activities and mandatory insurance for other professional liability as prescribed by law.
(2) Workers participating in community-based work have the following obligations regarding occupational safety and hygiene:
– To be responsible for occupational safety and hygiene for the work they perform as prescribed by law;
– To ensure occupational safety and hygiene for those involved in the work process;
– Notify local authorities to take timely measures to prevent acts that cause occupational safety and hygiene;
– Report occupational accidents to the People’s Committee of the commune where the accident occurred in accordance with the law on occupational safety and hygiene.
(3) Responsibilities of the investor in ensuring occupational safety and hygiene for workers participating in community-based work as follows:
– Create conditions for workers to work in a safe and hygienic environment and enjoy the benefits stipulated in points a and b, Clause 1, Article 24 of Decree 338/2025/ND-CP;
– Ensure the benefits for workers stipulated in points c and d, Clause 1, Article 24 of Decree 338/2025/ND-CP;
– Coordinate and facilitate employees in fulfilling their obligations as stipulated in Clause 2, Article 24 of Decree 338/2025/ND-CP.
