In 2026, what will the content and form of training for energy auditors be according to Circular 53?
On November 14, 2025, the Ministry of Industry and Trade issued Circular No. 53/2025/TT-BCT on training and certification of energy managers and energy auditors. This Circular includes regulations on the content and form of training for energy auditors in 2026.
Pursuant to Article 4 of Circular No. 53/2025/TT-BCT, the content and form of training for energy auditors in 2026 are as follows:
(1) For energy management, the training content includes:
Legal knowledge on economical and efficient use of energy;
Technologies, equipment, and energy-saving solutions;
Methods for developing and operating energy management systems;
Processes for developing, implementing, and monitoring energy use plans;
Management, operation of metering systems, and collection and analysis of data;
Reporting methods and coordination mechanisms with management agencies.
(2) For energy auditors, the training content includes:
Legal knowledge on economical and efficient use of energy;
Technologies, equipment, and energy-saving solutions;
Energy auditing processes and methods;
Relevant standards, regulations, and technologies;
Analysis of energy efficiency and proposals for economical and efficient use of energy solutions;
Calculation of investment effectiveness for energy-saving solutions.
(3) Forms of training
Training institutions may organize training in face-to-face, online, or blended formats, ensuring suitability with facilities, training duration, and training programs stipulated in Article 5 of Circular No. 53/2025/TT-BCT.

How will energy management training be implemented from 2026?
Pursuant to Article 7 of Circular No. 53/2025/TT-BCT, the implementation of energy management training from 2026 is regulated as follows:
Training institutions must widely announce enrollment through mass media and post notices at training facilities. The enrollment notice must include:
Objectives and requirements of the training course;
Program content, duration, training form, location, tuition fee, and other necessary information of the course.
Training institutions must send written notifications to the Department of Innovation, Green Transformation, and Industrial Promotion at least 10 working days before the opening date, including information on training objectives, duration, form, location, number of trainees, and lecturers. In case of changes to the plan, the training institution must promptly notify the Department.
Training institutions must conduct training according to programs issued by the Ministry of Industry and Trade and issue certificates of completion of energy management training to learners as prescribed.
Training institutions are allowed to collect tuition fees from trainees in accordance with legal regulations.
Training institutions are responsible for organizing competency assessments for trainees within 5 working days after the end of the course. The Department of Innovation, Green Transformation, and Industrial Promotion will supervise the assessment process.
Training institutions are responsible for reporting in writing to the Department of Innovation, Green Transformation, and Industrial Promotion and proposing the issuance of energy management certificates for eligible trainees within 15 working days from the date of completion of the competency assessment.
How is retraining and reissuance of energy management certificates handled upon expiration?
Pursuant to Article 11 of Circular No. 53/2025/TT-BCT, regulations on retraining and reissuance of energy management certificates upon expiration are as follows:
(1) Retraining for energy management
Before the expiration of the energy management certificate, individuals wishing to reissue the certificate must register and complete refresher and knowledge update training courses in accordance with regulations.
Training institutions must organize retraining according to programs issued by the Ministry of Industry and Trade.
Training institutions are responsible for organizing competency assessments for trainees within 3 working days after the end of the retraining course. The Department of Innovation, Green Transformation, and Industrial Promotion supervises the assessment process.
Training institutions are responsible for reporting in writing to the Department of Innovation, Green Transformation, and Industrial Promotion and proposing the reissuance of energy management certificates for eligible trainees within 15 working days after completion of the competency assessment.
(2) Dossier for reissuance of energy management certificates includes:
Official request for reissuance of the energy management certificate together with a report on retraining results from the training institution;
List of trainees participating in the retraining course (including full information: full name; date of birth; ID card/citizen ID/passport number; work unit; phone number; email address);
Results of competency assessment of trainees;
Copy of the previously issued energy management certificate of the trainee;
One 3×4 cm photo of the trainee participating in the retraining course.
(3) Reissuance of energy management certificates
Training institutions must send one set of dossiers requesting reissuance of energy management certificates according to Clause 2, Article 11 of Circular No. 53/2025/TT-BCT to the Department of Innovation, Green Transformation, and Industrial Promotion by post, direct submission, or online submission via the National Public Service Portal.
Within 15 working days from the date of receipt of complete and valid dossiers, the Department will review and decide on the reissuance of energy management certificates. The validity period of the reissued certificate is 5 years from the date of issuance.
(4) In case the energy management certificate has expired, individuals who wish to obtain a new certificate must participate in the energy management training course in accordance with Article 7 of Circular No. 53/2025/TT-BCT.
Note: Circular No. 53/2025/TT-BCT takes effect from January 1, 2026.
