What is the draft Circular on inspection service prices, exemption from first inspection for motor vehicles and specialized motorcycles?
The Ministry of Construction solicits comments on the draft Circular on management of inspection service prices, proposal to exempt first inspection for motor vehicles and specialized motorcycles.
Accordingly, the scope of regulation and applicable subjects are proposed in the draft Circular on the price of inspection services, exemption from first inspection for motor vehicles and specialized motorbikes as follows:
The draft Circular stipulates the mechanism and policies for managing inspection service prices, exemption from first inspection for motor vehicles and specialized motorbikes (hereinafter referred to as inspection service prices).
In addition, the proposed subjects of application in the draft Circular are as follows:
– The draft Circular applies to agencies, organizations and individuals related to inspection services, exemption from first inspection for motor vehicles and specialized motorbikes.
– The draft Circular does not apply to agencies, organizations and individuals related to inspection services, exemption from first inspection for motor vehicles and specialized motorbikes under the management of the Ministry of National Defense and the Ministry of Public Security.
Proposed regulations on the mechanism and policy for managing inspection service prices and exemption from first-time inspection for motor vehicles and specialized motorbikes?
Proposed regulations on the mechanism and policy for managing inspection service prices and exemption from first-time inspection for motor vehicles and specialized motorbikes in Article 5 of the draft are as follows:
– For passenger cars with the same axle distance but manufactured or modified into different types with different number of passengers allowed to be carried, the inspection service price of the vehicle type with the largest number of passengers allowed to be carried shall apply (shown in the certificate issued by the inspection agency).
– Inspection service price does not include inspection service price for lifting equipment and pressure equipment attached to the vehicle.
– The inspection service price does not include costs incurred during inspection outside the inspection facility such as: accommodation, travel, communication, transportation costs of inspection equipment, parking lot rental (if any), brake efficiency inspection road, labor costs for equipment disassembly and installation, workers moving to the inspection site… These costs will be agreed upon by both parties, in accordance with the reasonable and valid costs of the inspection facility.
– For motor vehicles and specialized motorbikes that do not meet technical safety standards, the service price will be deducted from the cost of issuing the Inspection Certificate and Inspection Stamp.
– For motor vehicles and specialized motorbikes that do not meet technical safety and environmental protection standards, maintenance and repair must be performed for re-inspection. The service price for re-inspections is calculated as follows:
+ In case motor vehicles and specialized motorbikes are re-inspected on the same day:
+ The service price for re-inspection of motor vehicles is calculated according to the inspection stage (implemented according to 05 stages as prescribed in Circular 47/2024/TT-BGTVT), each re-inspection stage is charged at 20% of the inspection service price.
+ The price of the specialized motorbike re-inspection service is calculated according to the inspection items (including 20 items as prescribed in Circular 47/2024/TT-BGTVT and QCVN 13:2024/BGTVT), according to the percentage/price of the specialized motorbike inspection service, specifically:
++ Inspection of less than 04 items, the fee is 20%/inspection service price
++ Inspection of 04 to 06 items, the fee is 40%/inspection service price
++ Inspection of 07 to 10 items, the fee is 60%/inspection service price
++ Inspection of 11 to 14 items, the fee is 80%/inspection service price
++ Inspection of 15 items or more, the fee is 100%/inspection service price
+ In case the motor vehicle or specialized motorbike is re-inspected on another day or by another inspection facility, it will be re-conducted from the beginning inspection procedures, inspection service prices are collected at 100%.
– In case a new inspection service arises that is not specified in the list of services issued by the Ministry of Construction, the service price will be agreed upon by the inspection facility and the service user but must not exceed the highest inspection service price issued by the Ministry of Construction.

The electronic payment service provider for traffic and the collection unit must apply safety measures in payment according to the provisions of law. Vehicle owners are obliged to comply with safety measures in payment according to the regulations and instructions of the electronic payment service provider for traffic.
