How does Official Document 6605 guide salary reform and pension adjustment of the Ministry of Natural Resources and Environment?
On September 26, 2024, the Ministry of Natural Resources and Environment issued Official Dispatch 6605/BTNMT-TCCB in 2024 on guidance on the implementation of Conclusion 83-KL/TW in 2024 and Decision 918/QD-TTg in 2024.
Accordingly, on June 21, 2024, the Politburo issued Conclusion 83-KL/TW in 2024 on salary reform; adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.
On August 27, 2024, the Prime Minister signed Decision 918/QD-TTg in 2024 on promulgating the Plan to implement Conclusion 83-KL/TW in 2024 of the Politburo and Resolution 142/2024/QH15 of the 7th Session, 15th National Assembly on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits. Implementing the above documents, the Ministry of Natural Resources and Environment requires units under the Ministry to deploy a number of contents and tasks, specifically as follows:
(1) Units under the Ministry
– Continue to carry out information and propaganda work on salary reform, pension adjustment, preferential allowances for meritorious people and social allowances according to Conclusion 83-KL/TW in 2024 and Decision 918/QD-TTg in 2024.
Agencies and units with press, communication and propaganda functions (Ministry Office, Natural Resources and Environment Newspaper, Natural Resources and Environment Magazine, Natural Resources and Environment Communication Center, …) proactively and promptly report news and articles on the Party’s policies and the State’s laws and policies related to salary reform.
– According to the assigned functions and tasks, organize research and seriously and promptly implement the contents of Conclusion 83-KL/TW in 2024 and Decision 918/QD-TTg in 2024, in which, it is necessary to focus on directing and immediately implementing the following requirements and tasks:
– Continue to streamline the organizational apparatus, reduce the payroll and allowances from the State budget, restructure the team of civil servants and public employees according to job positions, titles and leadership positions according to Resolution 18-NQ/TW and Resolution 19-NQ/TW of the 6th Central Conference, term XII, in conjunction with the requirements of reforming the salary policy in Resolution 27-NQ/TW in 2018 (especially arranging and implementing the financial autonomy regime for public service units).
– Continue to review and complete the Job Position Project, job position descriptions and competency framework associated with restructuring the team of cadres, civil servants and public employees, and improving the quality of the team.
– Conduct review, assessment and report to the Ministry for submission to competent authorities for consideration of amending and supplementing the allowance regime of cadres, civil servants and public employees in sectors and fields (especially allowances by profession) where any unreasonable conditions arise during the implementation process (if any); complete and report to the Ministry (through the Department of Organization and Personnel) no later than October 31, 2024.
(2) Department of Organization and Personnel
– Monitor and urge the implementation of the contents of the functions and tasks of the Ministry stated in Conclusion 83-KL/TW in 2024, Decision 918/QDTTg in 2024 and the contents and tasks stated in this Document; promptly report and recommend to the Ministry’s leaders necessary measures to ensure timely, serious and effective implementation of the contents and tasks as required.
– Preside over and coordinate with relevant units to synthesize and advise competent authorities to consider amending and supplementing the allowance regime for cadres, civil servants and public employees in the sectors and fields of the Ministry (especially allowances by profession); to be completed before November 30, 2024.
What are the contents of the Implementation Plan for Conclusion 83 and Resolution 142?
Accordingly, in Section I of the Plan issued together with Decision 918/QD-TTg in 2024, there are 9 contents for implementing Conclusion 83 and Resolution 142, including:
(1) Strengthening information and propaganda work
The Ministry of Information and Communications, ministries, branches and localities shall proactively do a good job of information and propaganda work to create social consensus, sectors, levels, agencies, organizations and units in the political system on implementing salary policies, adjusting pensions, social insurance benefits, preferential benefits for people with meritorious services and social benefits from July 1, 2024.
(2) Reporting to competent authorities to approve the list of job positions for cadres, civil servants and public employees in the political system from the central to the commune level:
The Ministry of Home Affairs shall coordinate with the Central Organizing Committee and ministries, branches and localities to report to the Politburo to approve the list of job positions for cadres, civil servants and officials in the political system.
(3) Research, evaluate and summarize Resolution 27-NQ/TW in 2018:
The Ministry of Home Affairs shall coordinate with the Central Economic Committee, relevant ministries and agencies to research, evaluate and summarize Resolution 27-NQ/TW in 2018 to suit the reality to submit to the Central Committee for consideration and decision, with completion time in 2026.
(4) Continue to streamline the organizational structure, reduce the payroll from the state budget, restructure the staff, civil servants and public employees according to job positions, titles and leadership positions according to Resolution 18-NQ/TW and Resolution 19-NQ/TW of the 6th Central Conference, term XII, in conjunction with the requirements for reforming salary policy in Resolution No. 27-NQ/TW in 2018:
Ministries, branches and localities shall preside over and coordinate with the Ministry of Home Affairs, the Central Organizing Committee and relevant agencies to continue implementing in 2024 and subsequent years.
(5) Completing the salary increase regime:
The Ministry of Home Affairs shall preside over and coordinate with relevant ministries and agencies to study and submit to competent authorities to amend and supplement legal provisions on cadres, civil servants and public employees related to the salary increase regime and extend the salary increase period for cadres, civil servants and public employees accordingly.

How to organize the implementation of the Implementation Plan for Conclusion 83 and Resolution 142?
Pursuant to Section III of the Plan issued together with Decision 918/QD-TTg in 2024, stipulating the organization of the implementation of the Plan to implement Conclusion 83 and Resolution 142 as follows:
– Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People’s Committees of provinces and centrally run cities shall, based on the content of the plan and according to their functions, powers and tasks, organize effective implementation and closely monitor the implementation of assigned tasks, ensuring progress and quality; promptly detect difficulties, obstacles and arising issues to handle according to their authority or report to competent authorities for handling.
– The Minister of Home Affairs (Standing Member of the Central Steering Committee) is responsible for:
+ Monitoring and urging the implementation of the Plan, reporting and recommending to the Prime Minister and the Government necessary measures to ensure synchronous and effective implementation of the Plan.
+ Coordinate with competent agencies of the Party, the National Assembly, and socio-political organizations in effectively implementing the Plan, synchronizing the goals, contents, tasks, and solutions in Conclusion 83-KL/TW of 2024 of the Politburo and Resolution 142/2024/QH15 of the National Assembly.
– In case of need to adjust, amend, or supplement the Plan during the implementation process, ministries, branches, localities, and relevant agencies shall send it to the Ministry of Home Affairs for synthesis and report to the Prime Minister for consideration and decision.
